Some services such as accepting, analyzing, transporting and delivering the permitted packages by observing the national standards, which have been adopted by UPU and the regional union, and by using the related equipments and facilities through land routes, air or sea are subject of the license.
Regulators of the license of Post first operator are expected that some authority sectors such as the main networks of analysis, distribution management for postal basic services, code services, national ID and printing postage stamp will be under control of the government.
The licensee is responsible to equip and prepare the necessary facilities to provide services in provincial centers, the centers of towns and cities and all parts of the country.
According to the report, it has been predicted some items to consider the competitive conditions that include: the licensee should not do any anti-competitive performance alone or with others as well as issuing this license will not create any restrictions for CRA to issue other licenses in the field of its activities.
Also, the licensee should provide any service's tariff up to the adopted tariffication and any changes in this area must be approved by CRA.
Tariff of value added services or any new services in the license frame will be provided based on the Act of CRA Commission.
