ICT Ministry Public Relations Department reported; Dr. Noeleen Heyzer, Under-Secretary-General of the United Nations and Executive Secretary of ESCAP (the Economic and Social Commission for Asia and the Pacific), in the 1st Ministerial Summit of ECO on ICT said that person to person communication and the meaning of nationality is getting pale in modern world because of the development made in Information Technology and Communication. All countries of the region must try their best to develop Information Technology and educate all levels of our societies in order to fill the present digital gap, he added. In this summit, we would like to discuss about the quality in virtual and electronic world and its coverage, he continued. Dr. Heyzer said that: before this, Ban Ki moon, the secretary general of United nations, also has posed ICT conservation in term of analysis and emphasized on bridging girls-women gap. Heyzer also emphasized that Information Technology and Communication has both positive and negative effects; the positive effect is its information exchanging between each other which result in social justice, but the negative one is that Information Technology cause a wide digital gap in Asia and Pacific and more backwardness of these societies. He called communication and Information Technology as an instrument for economic development and innovation of a country and said: the circle of proficiency and occupation is widening more as ICT develops. Nowadays, the farthest villages in a country can be present in universal scenes via communication and information technology, Heyzer continued. He said that some of the region countries have caused entrepreneurship evolution and made new markets by developing electronic services. Executive Secretary of ESCAP also mentioned that ICT development in Afghanistan in recent years has had considerable growth and we have seen mobile phone use increase. Pakistan with convergence between governmental and private section, have been established 15000 Information Technology offices in its own villages and all countries of the region must have some activities for teaching computer sciences in order to reduce the available digital gap and for this it is necessary to have information compilation and developing digital knowledge for presenting to our people, Under-Secretary-General of the United Nations and Executive Secretary of ESCAP said. He talked about gender gap in digital fields and declared that we must able to increase women and girls proficiency in this term and witnessing same gender cooperation in the societies. Heyzer emphasized that Communication and Information Technology must be available for all people of one society at all and for this course, the private sectors can help the government to reach this target. The governments should fulfill their duties seriously for ICT developing and make great strides for all people cooperation in ICT zone, he asserted at the end.
