The deputy of Communications minister: legal framework for maximum use of private sectors capacities

The executive guideline of section “A” from the 46 article of the Fifth Development Plan law has approved and announced to all executive organizations for implementation by the vice president.

Engineer Ali Hakim Javadi, ICT minister deputy and the head of Iran Information Technology Organization in an interview with the Public Relations department of ICT ministry, stated that with implementing this guideline, the framework to maximize using of local capacities for increasing the share of Information technology in domestic gross production will provide. This guideline was drawn up by ICT ministry, finalized after studying by experts of Communications, Industry and the President Deputy of Planning, delivered to the government for submission and after that announced after passing necessary levels, he added. Hakim Javadi asserted that according to this guideline, the ministries of Information Technology and Communications, Industry, Mine and Trade, Economic Affairs and Finance and some other organizations which have influence on this section, have specified and chosen for realizing the presumed goals in Domestic gross Production. The head of Iran Information Technology Org. with pointing to the features of this guideline stated that: special facilities are provided for private section to create motivation in order to increase the share of IT in markets and develop business. Finding and identifying IT knowledge based companies in collaboration with President Planning Deputy and introducing them to the Minisrty of Science, Research and Technology to use special support facilities are such duties which the ministry of Information Technology and Communications are obliged to do. Communications ministry is also responsible for “Using Special Zones capacity on IT export matter” and “compiling Software standards in this section”, he emphasized. Deputy of Communications Minister said that this ministry is obliged to provide framework for connecting all organizations to Iran National Network and the organizations are obliged to implement their connective topology to the guidelines notified by the Ministry of Communications. Also ICT ministry is responsible for supervising perfect implementation of the Regulations. Ali Hakim Javadi then talked about other organizations duties and said: Ministry of Industry, Trade and Mines is responsible for compiling industrial development strategy in IT section as selected subpart with emphasis on export and services development, performing the 150th article in law in collaboration with the Ministry of Communications and Information Technology, testing the feasibility and supporting make of IT industrial Towers, providing supporting and encouraging package for the export of products and technical engineering services of information technology in cooperation with the Ministry of Economic Affairs and Finance, preparing operational plan for international cooperation, designing and implementing local development model on IT industry with using leader countries model. He noted that according to this law, the Ministry of Economic Affairs and Finance is responsible for studying and compiling essential mechanisms in order to facilitate presenting IT products and specially software in stock in cooperation with the Ministry of Industry, Trade and Mines. Also, the Ministry of ICT compiles and issues accounting standards to include human capital as fund of active economical entities in ICT industry (especially software) on their financial documents. According to this guideline, all executive organizations are obliged to predict an independent plan with the name of IT use plan following their own budget plan and consider all their ICT activities in it, he said at the end.
